I don't know who they are, but calling at 9:55pm really ticks me off. I don't mind late callers. Sometimes, when you have to call, you have to call. But to answer the phone and get nothing but dead air...
Very tempted to call Bell and see what they say.

Same problem with that number 877-545-4040.
Go to: http://www.crtc.gc.ca/eng/welcome.htm and lodge a complaint, if enough of us do it maybe the CRTC will shut them down.
Then go to: http://www.the-cma.org/ and put your name on the do not call list run by the CMA )Canadian Marketing Association)
Just Googled the number and found your postings. I've been on the CMA list for some time and this number still calls, as many as 4 times per day. We're very grateful for call display.
The CMA list only helps if you're talking to companies who belong to the CMA. Companies who don't belong to the CMA don't have access, and in general ignore such lists.
I search 411 but no result. and did google n found ur blog. Who are these ppl??????
now in april, 17th. they call at my home in the evening...i search and find the blog ...now i know it's not someone important who called me from a long distance, just another marketting agency...i wish they dont start to call 4 time a day...for now i have the 514-315-0512 who call everyday, around 2 or 3 times by day!...since 2 week now...and tonight the other number start...Can i receive a real call from someone i know??.....
Shut them down.
What we should be doing is pass a law that they can be deleted without taking our known numbers away. Delete them only.

877 545-4040 is Polara, Atlanta com telemarketers I phoned them using Skype phone and told them to remove my home phone as well as cell phone numbers from there server. I suggest using Skype phone calling over and over again tell they take your number of there list.
They called at 10am today, Sunday. I didn't answer. They called again this afternoon, I picked the phone ad played my radio in it - after over a minute they hung up... without any verbal response. Can't believe it they JUST called again! -got my voicemail & hung-up.
